Meeting minutes are now available from the latest Dubois Town Council meeting, held on April 10th.
A variety of town projects, funding requests, and a liquor extended hours request was considered.
The council and Mayor also broke into an executive session to discuss a property access issue and more about the Dubois Municipal Airport.

- Skate Board Park Refurbishment – Dubois Volunteers, Inc. (DVI) is proposing a new paint job on equipment at the skateboard park. Clerk Hust reminded DVI of the Contractor/Vendor insurance requirement. It was moved, seconded and carried to approve and authorize DVI to pay for and provide labor painting the equipment at the skateboard park.
- AN ORDINANCE ADDING CHAPTER 5 – SHORT TERM LODGING UNIT – LICENSE REQUIRED; TO TITLE 7, BUSINESS LICENSING AND REGULATION OF THE TOWN CODE FOR THE TOWN OF DUBOIS; PROVIDING FOR A PENALTY FOR VIOLATION THEREOF; AND PROVIDING AN EFFECTIVE DATE:
Mayor Meyer explained the ordinance is a draft and open to comments and discussions. A work session will be held prior to Second Reading but Mayor Meyer would like to hear back from people prior to the work session. It was asked if, in the meantime, businesses are allowed to operate. Mayor explained the decision to discontinue activity made in December 2018 and notifications sent to Residential A zoned residents stands. The question was asked if any research has been conducted as to how many short term rentals there are in town limits. No one knew of any research conducted. According to a couple of people attending the number is 12. Claudia Janiszewski addressed supposed “hysteria” by those opposed to short term rent
- AN ORDINANCE ADOPTING APPROPRIATIONS FOR THE TOWN OF DUBOIS, FREMONT COUNTY, WYOMING FOR THE PERIOD JULY 1, 2019 THROUGH JUNE 30, 2020 AND REPEALING ALL ORDINANCES OR PART OF ORDINANCES IN CONFLICT HEREWITH
It was moved and seconded to approve Ordinance 440 upon First Reading. Councilmember Bennett asked about heating work at the headwaters which isn’t in the first reading of the budget. Mayor stated it will be in future readings. MOTION carried. Tourism Asset Development (TAD) Grants -The following grant applications were received for TAD funding: Applicant Amount Requested Purpose St. Thomas Episcopal Church ECW 5,536.90 2019 Square Dancing Ramshorn Inn Redevelopment, LLC 1,115.00 Whiskey, Wine & Craft Beer Tasting in conjunction with Day of the Cowboy Ring Lake Ranch 3,928.74 Advertising Campaign 2019 Boys and Girls Club 1,235.00 Annual Concert Dubois Museum 465.00 Draper Museum Raptor Experience Day Dubois Rodeo Assoc. 6,500.00 Friday Night Rodeos Destination Dubois reviewed the applications and made recommendations to the Governing Body. Mayor asked if Councilmember Bennett wanted to speak to the applications who stated he is happy with the recommendations made by Destination Dubois.
- Liquor Establishment Extended Hours Request – W.S. §12-5-101(d) and Dubois Town Code 10-7-3(b)
It was moved, seconded and carried to approve the extended hours for liquor sales as requested by Rustic Pine Tavern and Outlaw Saloon on the following dates: Friday, May 3, 2019 – Lion’s Club Pool Tournament Saturday, May 4, 2019 – Lion’s Club Pool Tournament Friday, August 9, 2019 – Buffalo BBQ Tuesday, December 31, 2019 – New Year’s Eve
- Horse Creek Road Water Improvement Project
It was moved, seconded and carried to award the Horse Creek Road Water Improvement Project to Westwood Curtis Excavation based on the recommendation of Nelson Engineering in the base bid amount of base $473,558.00 and to table the award of the bid alternate in the amount of $49,975.00.
- Executive Session
A MOTION was made, seconded and carried to adjourn into Executive Session regarding real estate and potential litigation at 9:02PM. It was moved, seconded and carried to return to open session at 10:13PM. Leseberg Property Access – It was moved, seconded and carried with Councilmember Thompson abstaining to approve an agreement with Rodger and Sandie Leseberg for access to their property adjacent to the Sawmill property and construction of the public access and parking area and maintenance thereof. Dubois Municipal Airport – It was herein moved and seconded to follow the recommendation of the Dubois Airport Board for the reasons stated not allowing any through the fence agreements at the Dubois Municipal Airport.
