Grant applications, consultant selection, half percent sales tax discussion, more on Riverton City Council agenda Tuesday

(Riverton, WY) – The Riverton City Council will hold a regular meeting at 7 p.m. Tuesday, Nov. 19, in the Council Chambers at Riverton City Hall, 816 N. Federal Blvd.

The agenda for the meeting includes a proclamation for Small Business Saturday.

The council will also consider a resolution supporting a grant application for Central Wyoming Regional Airport.

A memo from staff says the grant will support the installation of a 1,000-gallon avgas tank along with equipment to provide a pilot self-serve fueling station at the airport for general aviation.

The project is expected to cost $400,000, staff said, with $380,000 coming from the federal government, $10,000 coming from the state, and $10,000 coming from local funds.

The council will also consider approving:

• an optional half percent excise tax funding agreement with Riverton Medical District
• an ordinance modifying local street parking regulations on second reading
• the purchase of an $87,000 cargo/prisoner transport van for the Riverton Police Department
• the selection of a firm to perform a market analysis and feasibility study for a multisport facility

A memo from staff says the multisport facility “may support indoor soccer, ice hockey, and other activities,” and “it is possible the city will own and operate the multisport facility,” so “the city needs to understand the short- and long-term feasibility of (the facility’s) operation before the community engages in a significant campaign to secure funds to build the facility.”

Costs related to this contract would be determined during the next phase of the selection
process, staff said, but the project will be supported by a $20,000 USDA grant and $40,000 in city funds budgeted in fiscal year 2025.

The council will also consider authorizing the use of budgeted funds for fiscal year 2025 to pay the balance of the bank loan for the Riverwalk property through the Riverton Depot Foundation, and they will hold a discussion about the optional half percent excise tax for economic development.

An executive session will be held if needed.

Tuesday’s council meeting will be preceded by a 6:45 p.m. Finance Committee meeting in the same location.

Both meetings are open to the public for in-person attendance and will be streamed live on the city’s YouTube channel, where past meeting recordings are stored.
