Carl Manning, a longtime member of the Fremont County School District #25 Board of Trustees, has announced his candidacy for the Republican nomination in Wyoming House District 55.
Manning, who has served on the school board for more than three decades, said his decision to run is rooted in a continued commitment to public service and a desire to ensure local voices remain at the center of state government.
“Service to this community has always been important to me,” Manning said. “I believe the best decisions are made closest to the people they impact, and I want to bring that perspective to Cheyenne.”
House District 55 includes Riverton and nearby areas in Fremont County.
Background
A lifelong Riverton resident, Manning has spent over 30 years serving on the local school board, working closely with educators, families, and taxpayers. His tenure has given him firsthand experience in budgeting, policy decisions, and balancing the needs of a growing and changing community.
“I’ve spent years working through real issues that affect families every day,” Manning said. “That experience has shown me the importance of listening, finding common ground, and making thoughtful decisions.”
Manning said his time in local government has provided him with a strong understanding of how policies impact communities on the ground and the importance of keeping government responsive and accountable.
Political priorities
Manning’s campaign will center on five key priorities: local control, excellent education, fair taxes, efficient government services, and responsible stewardship of public lands.
He emphasized that decisions affecting Wyoming communities should remain at the local level whenever possible.
“Government works best when it’s closest to the people it serves,” Manning said. “Local communities understand their needs better than anyone else.”
With decades of experience in education, Manning also pointed to schools as a cornerstone of strong communities and a strong workforce.
“Our schools play a critical role in preparing students for the future,” he said. “We need to support education in a way that reflects the needs of Wyoming families, whether that’s college pathways, trades, or workforce training.”
On fiscal policy, Manning called for a balanced approach that ensures fairness while maintaining essential services.
“Wyoming families deserve a tax system that is fair, predictable, and transparent,” he said. “At the same time, we need government to operate efficiently and deliver results.”
Manning also highlighted the importance of public lands, emphasizing that they should serve the interests of Wyoming residents.
“Our public lands are a vital part of our way of life,” he said. “They should benefit the people who live and work here.”
A non-caucus approach
Manning said he does not align himself with any specific caucus in the Wyoming House, instead focusing on collaboration and independent decision-making.
“My goal is to represent the people of this district, not a particular group or political bloc,” he said. “There are good ideas on all sides, and it is important to listen, work together, and make decisions based on what is best for Wyoming.”
He added that he is committed to approaching the role with respect and a willingness to work with others, regardless of differences.
Listening first
As he begins his campaign, Manning said his focus will be on meeting with voters across the district and hearing directly from them about the issues that matter most.
“I want to spend time in the community, listening and learning,” he said. “The best ideas come from the people who live and work here every day.”
Manning said that if elected, he will bring a steady, experienced voice to the Legislature.
“I’m ready to continue serving this community in a new way,” he said. “I will approach this role the same way I always have, with integrity, respect, and a focus on doing what is right for Fremont County.”
