(Riverton, WY) – The Riverton City Council will hold a regular meeting at 7 p.m. Tuesday, Oct. 1, in the Council Chambers at Riverton City Hall, 816 N. Federal Blvd.
The agenda includes three presentations from businesses that have received local half percent sales tax funding for economic development: Golden Buffalo, Legacy Foam Solutions, and Miller Bulk Foods.
The council will also consider a jaywalking ordinance on second reading.
The proposed ordinance was developed “in response to an increased number of complaints regarding persons crossing roadways in an unsafe manner,” staff said in a memo to the council.
The language in the proposed ordinance “centers on the appropriate use of crosswalks,” staff said, with the creation of a new section in the Riverton Municipal Code addressing jaywalking and “the safe crossing of streets.”
For example, staff said the proposed ordinance includes “a requirement for pedestrians to yield the right-of-way to vehicles on the roadway and to not suddenly leave a curb or other place of safety to walk in the path of a vehicle.”
The proposal also features “a requirement for vehicles to yield the right-of-way to any pedestrian who lawfully enters a crosswalk,” staff said.
Resolutions
The council will consider two resolutions Tuesday.
The first resolution would allow the Riverton Police Department “to begin charging for copies of police investigative reports and other services,” according to a memo from staff, which notes that the RPD receives an average of 25-30 public police report requests per week.
“The police administrative assistant has processed over 1,000 requests for copies of police investigations this year,” the memo says.
If fees were instituted, staff said the city could potentially recover “most of the office supply and printing expenses” associated with the records requests.
“In 2023, these line items totaled nearly $9,000,” staff said.
The other resolution on Tuesday’s agenda would authorize the RPD to apply for a $14,270 Edward Byrne Memorial Justice Assistance Grant from the Bureau of Justice Assistance to purchase a Network Time Protocol clock and two 24/7 dispatch chairs, and pay for the second year of a contract with Everbridge for a mass notification platform.
Staff said the NTP clock will “ensure synchronized and accurate timekeeping across the department,” and the mass notification platform “will significantly enhance the department’s emergency communication capacity.”
“These strategic investments aim to elevate the police department’s service quality, strengthen inter-departmental coordination, and ultimately improve public safety outcomes,” the memo states.
Staff said the city received $14,300 from the same grant program last year.
The final item on Tuesday’s agenda involves an airport ground hangar lease agreement with Rendezvous Air LLC.
The council will convene into a closed executive session before adjournment.
Tuesday’s meeting will be preceded by a 6:45 p.m. Finance Committee meeting in the same location.
