(Riverton, WY) – The Riverton City Council will hold a regular meeting at 7 PM on Tuesday, Feb. 4, in the Council Chambers at Riverton City Hall, 816 N. Federal Blvd.
The agenda includes two public hearings on ordinances amending Riverton Municipal Code Chapter 5.04 Alcoholic Beverages to revise hours of operation and add alcohol server training.
The council will also consider approving an amendment to a loan agreement between the Wyoming State Loan and Investment Board and the City of Riverton for a Drinking Water State Revolving Fund loan.
The city entered into the $1.7 million loan agreement in 2002 to rehabilitate the water treatment plant, staff said in a memo to the council.
“In 2006, the city substantially reduced the loan balance through grant funding and relinquished unspent funds,” the memo states. “Over the years, the loan has been amended multiple times, with the most recent amendment establishing a principal balance of $720,514 at an interest rate of 2.5 percent per annum.”
In 2023, city staff learned that SLIB was offering interest rate reductions on several loan programs, the memo states, so they submitted a request to amend the interest rates on seven of the city’s loans to 1.5 percent.
“The attached (agreement) reflects this rate reduction,” staff said. “SLIB representatives have indicated that amendments for the remaining loans in the city’s portfolio will be forthcoming.”
Also on Tuesday’s agenda is a $55,500 engineering services contract amendment for Airport Road plans.
In 2011, staff said Inberg-Miller produced 90 percent design plans for the portion of Airport Road that runs from the intersection of U.S. Highway 26/Cooper Road to the entrance of the Wind River Job Corps Center, but “the project was never completed, in part, due to changes in funding expectations with the Wyoming Business Council and the coordination necessary to secure the official right of way in the tribal portion of the road.”
“This amendment seeks to provide the technical information needed to complete the right of way acquisition, produce preliminary plans, and a construction estimate for the portion of the road beginning at the intersection with U.S. Highway 26/Cooper Road and ending at the turn off with Valley View Drive,” staff said.
Other items on the agenda include a quarterly fiscal health report and an executive session, if needed.
Tuesday’s meeting will be preceded by a 6:45 p.m. Finance Committee meeting in the same location.
Both meetings are open to the public for in-person attendance and will be streamed live on the city’s YouTube channel, where past meeting recordings are stored.
