(Riverton, WY) – The Fremont County Commission and the Riverton City Council both approved a bid award this week for a joint project to reconstruct Riverview Road between Spire Drive and Rein Road.
The $4.7 million project includes the reconstruction of about one mile of roadway, the replacement of water and sewer utilities along the route, the installation and expansion of the storm drain system, the installation of roadway lighting from Spire Drive to Major Avenue, reconstruction of the existing walking path, and installation of sidewalks between Spire Drive and Major Avenue.
“This is going to be a great project,” Fremont County Transportation Superintendent Billy Meeks told the Fremont County Commission on Tuesday. “It’s going to be a nice project when it’s all done.”
Cost split
The Commission and the City Council approved an agreement in 2024 to “share costs associated with the design and bid” portion of the project, establishing a 50:50 ratio for cost-sharing at that time, according to a memo from city staff.
Riverton Public Works Director Brendan Thoman said a new agreement has been drafted to set the cost-sharing ratio at 55:45 for the construction portion of the project, with the City of Riverton covering the larger share.
Riverton will also be “fully responsible” for covering the South Major Avenue roadway and concrete portion of the project, which is estimated to cost about $468,000, the staff memo states.
The project will be funded through the local optional 1 percent sales tax for infrastructure.
Bid award
This week’s $4.7 million bid award went to Alexander Excavation of Lander, which offered the lowest cost estimate for the work.
Three other bids came in as well, from Barnum Inc. out of Buffalo for $4.9 million, 71 Construction out of Riverton for almost $6 million, and Oftedal Construction out of Casper for $7.2 million.
Thoman said staff estimated the project would cost $6.75 million.
